According to the Chairman of the Can Tho City People’s Committee, CT Group has sufficient capabilities and resources to enter into a strategic partnership with the city, particularly in turning technological solutions to the city’s major challenges into reality.
On the morning of August 6, the signing ceremony for a Memorandum of Understanding on cooperation between the Can Tho City People’s Committee and CT Group Joint Stock Company (CT Group) took place in Can Tho City.

Under the Memorandum of Understanding, the Can Tho City People’s Committee and CT Group will cooperate in implementing activities such as developing an innovation ecosystem within the CASIC Complex Hub, which is part of the Can Tho City Startup and Innovation Center, and developing the Hau Giang Digital Technology Park, both located in Vi Tan Ward, Can Tho City; developing the UAV ecosystem; applying and developing VGCT biotechnology and high-tech agriculture; developing the green economy and carbon credits; developing the Can Tho Hi-Tech Park; and researching and proposing solutions for the effective operation of the Ho Chi Minh City–Can Tho Railway Project along the section passing through Can Tho City.

Representing the local government, Mr. Truong Canh Tuyen, Chairman of the Can Tho City People’s Committee, stated that the city is entering a new stage of development with the vision of becoming a green, smart and sustainable city. The city has issued a list of 12 major challenges in science, technology, innovation and digital transformation for the 2026–2030 period, focusing on four priority groups: long-standing urban bottlenecks; urban spatial development; economic development and growth and technological self-reliance; and security, social welfare and sustainable development. These challenges have been designed to mobilise comprehensive and systematic solutions.
Mr. Truong Canh Tuyen stated that, in this context, strengthening cooperation among the three stakeholders—the State, scientists and businesses—is extremely important. The city has identified three principal pillars for development: businesses serve as the central driving force, research institutes and universities provide the knowledge foundation, and the State plays a leading role in coordination and policymaking.
According to the Chairman of the Can Tho City People’s Committee, CT Group has recently coordinated with the city’s departments, agencies, research institutes and universities to actively explore opportunities for cooperation and development in science, technology, innovation, digital transformation and transport infrastructure, initially achieving several positive results.
At the same time, the city highly appreciates the capabilities and strategic vision of CT Group, one of the pioneering corporations in mastering core technologies such as artificial intelligence, digital data, the UAV ecosystem, biotechnology, green energy and high-speed transport infrastructure development. It is evident that CT Group possesses sufficient capabilities and resources to enter into a strategic partnership with Can Tho City, particularly in turning technological solutions to the city’s major challenges into reality.
The Chairman of the Can Tho City People’s Committee emphasised that the signing of the Memorandum of Understanding on cooperation aims to promote the research, development and commercialisation of strategic technology products; develop the digital economy, green economy and knowledge-based economy, contributing to the effective implementation of Politburo Resolution No. 57; and develop transport infrastructure. At the same time, the signing marks a new stage in the cooperative relationship between Can Tho City and CT Group.
“The city is committed to creating all favourable conditions to ensure that the agreed areas of cooperation are implemented effectively and in compliance with the law, in the spirit of accompanying businesses and generating practical value. Based on this cooperation agreement, the Can Tho City People’s Committee has assigned the Department of Science and Technology to take the lead and coordinate with the city’s departments, agencies and local authorities in researching and proposing specific areas and fields that are appropriate to the city’s conditions and characteristics, thereby developing an implementation plan and bringing the contents of the cooperation agreement into practice as soon as possible.
We believe that, with the reputation and capabilities of CT Group, together with Can Tho City’s favourable investment environment and strong political determination, this cooperation will deliver many practical results and make an important contribution to the city’s development in the coming period,” the Chairman of the Can Tho City People’s Committee said.

Speaking at the ceremony, Mr. Tran Kim Chung, Chairman of CT Group, stated that CT Group is determined to devote its resources, financial capacity and workforce to implementing the cooperation programme with Can Tho as rapidly as possible. Following the signing of the cooperation agreement, CT Group will assign personnel to remain in the city and immediately commence the work, including receiving proposed locations for investment, carrying out design activities, mobilising machinery and contractors, and other necessary preparations, with the aim of achieving the first results by the end of this year and delivering major results in the following year.
