Joy overflowed for I-Home residents as ownership certificates (Pink Books) were handed over just ahead of the 2026 New Year, promising a Tet holiday more complete than ever before. Simultaneously, this sets a precedent for Ho Chi Minh City regarding a Government-Business cooperation model to address citizens’ social welfare needs.
Recently, the Ho Chi Minh City People’s Committee officially concluded the issuance of ownership certificates to I-Home residents, heralding a “warm spring” for the local community. This arrives as jubilant news for I-Home residents as the 2026 Lunar New Year approaches. This year’s Tet will be more than just a season of reunion; it marks a memorable milestone in the lives of residents as their apartment ownership rights are officially recognized.
Located at 359 Pham Van Chieu, An Hoi Tay Ward (formerly Ward 14, Go Vap District), HCMC, I-Home was developed by CT Land (a member of CT Group). The project was completed and units were handed over to residents in November 2017. However, the journey to obtain ownership certificates for households here was far from easy. A significant hurdle that persisted for the past decade involved the unexpected discovery of a 90-square-meter water spinach pond within the project grounds, dating back to the 1980s and absent from the original project acquisition records, which forced the developer to struggle tirelessly to find a resolution.
Despite facing numerous complexities arising from overlapping legal regulations across different periods, the developer persevered through hundreds of working sessions with various authorities. Their persistence was finally rewarded on November 25, 2025, when the City People’s Committee officially approved the policy to resolve outstanding bottlenecks and grant ownership certificates to all I-Home residents.
With this project, CT Group has established a commendable model by striving to develop smart homes priced under 1 billion VND/unit. This initiative enabled young families to easily access the government’s 30 trillion VND low-interest preferential loan package (under Circular No. 11/2013/TT-NHNN of the State Bank of Vietnam, guiding housing loan support pursuant to Resolution No. 02/NQ-CP). Thanks to the developer’s dedication, residents benefited from both affordable pricing and low state-subsidized interest rates. This success represents a joint effort between the State and the Enterprise, a model with great potential for broader application across Ho Chi Minh City.
Mr. Hua Tri Tung, a resident of I-Home, expressed his delight: “I am truly happy to own a private home in Go Vap District, HCMC, at such a fantastic price, supported by the State’s 30 trillion VND package. Currently, the transfer price for an I-Home apartment has surpassed the 3 billion VND mark, meaning my family’s assets have tripled in a short period.”
Currently, the Ho Chi Minh City real estate market faces significant challenges as escalating housing prices put homeownership out of reach for many young people. In this context, I-Home emerges as a bright spot, providing reasonable housing solutions for young families. Stories like Mr. Tri Tung’s, along with those of thousands of other I-Home residents, have become a beacon of hope for low-income earners, helping to restore balance to the real estate market.
I-Home is not merely a residential project; it stands as an exemplary model of cooperation between the State and investors in addressing the public’s housing needs. Despite initial hurdles, the developer’s persistence, combined with the City’s support, has ultimately secured true homes for the residents. This model opens a new direction for housing development, particularly as the market becomes increasingly difficult for low- and middle-income earners. Once replicated, this approach will mark a significant step forward in solving Ho Chi Minh City’s housing puzzle in the years to come.

The I-Home Residence
In addition, CT Group is currently planning to expand its projects to cater to the housing needs of various social segments. Recently, CT Group has petitioned the City to expedite legal procedures for the development of a mega-project comprising 50 social housing towers and 10 towers for low-income earners on a 63-hectare site in Binh Loi Commune (formerly Le Minh Xuan Commune, Binh Chanh District). This project is expected to not only generate thousands of apartments but also alleviate the housing shortage, addressing the practical needs of Ho Chi Minh City residents.
Particularly from a social welfare perspective, the realization of this major project aims to establish a high-quality, sustainable living environment for city dwellers, serving as a tribute to the upcoming National Party Congress. If approved, the project, slated to break ground on December 19, will enhance the quality of life and create housing opportunities for numerous families, especially young people struggling to secure homes in HCMC. Ultimately, this initiative seeks to foster an atmosphere of widespread excitement and enthusiasm across society in anticipation of the National Party Congress.
