The National Digital Twin is the third fundamental pillar of national digital transformation, enabling breakthrough progress across all sectors. This includes digital replicas of territories, cities, rural areas, land and sea spaces—integrated seamlessly between ground and low-altitude space on a unified real-time digital platform.
It supports comprehensive applications for management, operations, planning, and resource optimization while enabling effective AI governance and enhancing quality of life for citizens.
NDT 15 has made a groundbreaking achievement by successfully developing the National Digital Twin technology with 15 input layers and 300 real data sources, meeting the standards of “accurate, sufficient, clean, and live” data – resulting in 300 advanced applications.
Aiming to build an intelligent, unified, and flexible “all-in-one” digital infrastructure, NDT15 resolves the long-standing issue of “dead data” by transforming it into “live data.” It establishes a multi-layer digital architecture integrating all spatial data — from underground, ground level, to low-altitude space — to serve urban planning, agriculture, industrial development, and emerging spatial economy models.
NDT15 is currently being piloted in Da Nang City, Ho Chi Minh City, and Hanoi, and is under research for deployment in several ASEAN countries, the Middle East, North America, and Europe.
