On August 20, CT Group signed a memorandum of understanding (MOU) with Indonesian Ministry of National Development Planning (Bappenas) to cooperate on policy development and ecosystem building for the Low-Altitude Economy (LAE), in support of Indonesia’s national digital transformation.

Indonesia, with its ambition to become one of the world’s top five economies and as a driving force of science, technology and innovation in Southeast Asia, has chosen CT Group as its partner in the rapidly booming field of the Low-Altitude Economy (LAE).
At the headquarters of Bappenas, Minister Rachmat Pambudy stated: “Four months ago, I visited CT Group’s headquarters in Ho Chi Minh City and was truly impressed by Vietnam’s progress in science and technology. The Low-Altitude Economy (LAE) and national digital transformation are two crucial new fields for Indonesia. We look forward to long-term cooperation with CT Group.”

The Low-Altitude Economy is a completely new economy, built on advanced technologies and expanding rapidly in developed countries. In China, for instance, the LAE was valued at only USD 65 billion in 2023 but is expected to reach USD 550 billion by 2025.
LAE is a multi-layered economic structure operating in airspace below 3,000 meters, mirroring all sectors of the ground economy in the air with far greater productivity, powered by advances in technologies such as unmanned aerial vehicles (UAV), artificial intelligence (AI), big data, the Internet of Things (IoT), airplanes, airships, space stations, and space management systems for monitoring, operations, and services.
The Indonesian Government established its Low-Altitude Economy Committee in 2024. At the same time, the Government has allocated an enormous budget of USD 900 billion dedicated to science, technology, innovation, and digital transformation.
Vietnamese Ambassador to Indonesia, Mr. Ta Van Thong, remarked: “We recognize and highly appreciate the collaboration between Bappenas and CT Group as a major step forward in elevating the partnership between our two nations, especially as both countries celebrate the 80th anniversary of Independence this year. The Embassy of Vietnam in Indonesia is committed to standing alongside this partnership and keeping our doors open to welcome our friends at all times”.
At the event, CT Group also signed cooperation agreements with 8 of Indonesia’s leading universities including Terbuka Open University, Udayana University, IPB University, Surabaya University, the Indonesian Institute of Technology (ITI), Perbanas Institute, the Institute of Technology and Business Visi Nusantara (ITB Vinus), and Riau University. These partnerships aim to fully leverage the potential of both sides in training, talent development, and advanced scientific research in high technology.
