Presenting the opening report at the Conference, Deputy Minister of Finance Nguyen Duc Tam stated: In the first 8 months of the year, thanks to the high determination, great efforts, and drastic actions of the entire political system, the people, and the business community, our country’s economy continued to achieve many successes. GDP growth in the first six months of the year reached 7.52%, the highest level in nearly 20 years, making Vietnam the highest-growing country in ASEAN and among the fastest-growing countries in the world. State budget revenue for the first seven months reached over 80% of the estimate, an increase of nearly 27.8% compared to the same period last year. Domestic revenue accounted for 81.8% of the estimate. Approximately 171.7 trillion VND in taxes, fees, and land rent were exempted, reduced, or extended to support production and business. Exports for the first seven months reached USD 262.4 billion, with an estimated trade surplus of USD 10.2 billion.
Total registered FDI capital in the first seven months was nearly USD 24.1 billion, with disbursed capital at about USD 13.6 billion, affirming Viet Nam’s continued appeal to foreign investors. Local governments at both levels initially operated effectively, shifting from administrative management to development facilitation and public service delivery. Notably, industrial production recovered rapidly, regaining its role as a key driver of overall economic growth.
People and businesses have shown stronger confidence in the country’s growth prospects, increasing new investments and expanding production. A strong wave of start-ups has emerged. The number of newly established enterprises and household businesses, as well as those resuming operations, has reached the highest level ever recorded. In the first eight months, the country recorded an estimated 128,200 newly established enterprises, 73,855 household businesses, and 80,800 enterprises resuming operations.
The Politburo has issued four important Resolutions (Nos. 57, 68, 59, and 66), forming a strategic framework that creates a strong foundation and momentum to advance the nation into a new era and realize the vision of Viet Nam becoming a high-income developed country by 2045. These encouraging results owe much to the significant contributions of the business community.

Mr. Le Manh Hung, Chairman of the Members’ Council of Vietnam Oil and Gas Group (PVN) (Petrovietnam), said: We are deeply moved by the attention and support from the Party, the State, the Government, and the Prime Minister for the business community. This is a tremendous source of encouragement for enterprises, managers, and entrepreneurs to gain confidence and motivation to overcome the challenges of the marketplace and achieve new milestones in their business activities.
For Petrovietnam, from President Ho Chi Minh’s great aspiration to build Vietnam’s oil and gas industry in 1959, the Oil and Gas Exploration Corporation was established on November 27, 1961. This is the predecessor of Petrovietnam. Immediately after the country was unified, on September 3, 1975, the Government decided to establish Petrovietnam. To date, after more than 50 years of accompanying the country, under the leadership of the Party and State, Petrovietnam has completed its mission of building and developing a comprehensive, modern, and world-class oil and gas industry. This includes oil and gas exploration and production, gas industry, power and renewable energy industry, oil and gas processing industry, and high-tech services, forming a backbone energy infrastructure and national strategy. It serves as a driving force for the country’s economic and social development thru energy security, economic security, food security, national defense and national sovereignty in the sea, while also contributing to ensuring social security.
From fulfilling that mission, Petrovietnam has achieved significant results and accomplishments over 50 years, including 5 indicators that rank among the highest in the country.
First, Petrovietnam is Vietnam’s largest enterprise and ranks 11th in Southeast Asia, with total assets exceeding 1 quadrillion VND and equity exceeding 540 trillion VND. Petrovietnam’s total revenue to date has reached 599 billion USD.
Second, Petrovietnam is the highest budget-contributing enterprise among Vietnamese companies. To date, Petrovietnam has contributed approximately USD 142 billion to the state budget. On average over the past 5 years, the Group contributes over 160 trillion VND annually. Before 2000, Petrovietnam contributed about 30% to the budget. Currently, the Group contributes approximately 9% annually to the state budget, accounting for about 80.3% of the total budget contributions from 18 state-owned corporations/general companies.
Thirdly, Petrovietnam has consistently been on the list of the most profitable enterprises in Vietnam over the years, and has consistently ranked in the leading position, especially in the last 5 years. In 2024, the Group’s profit exceeded 55 trillion VND.
In the past 5 years, Petrovietnam has made significant strides in recovering growth at a very high rate, with an average annual revenue growth rate of 15%; a budget contribution growth rate of 16.4% per year; and a consolidated profit growth rate of over 36% per year.
Fourth, Petrovietnam is a science and technology development enterprise with the most science and technology awards. Petrovietnam has won 6 Ho Chi Minh Awards, 4 State Awards for Science and Technology, 46 Vifotec/WIPO Awards… and notably holds 4 international patents. These results have made a significant contribution to the development of Petrovietnam’s production and business.
Fifth, Petrovietnam is always among the best companies in terms of social welfare. Just in the 5-year period from 2020-2025 alone, Petrovietnam has carried out social welfare activities totaling 5.129 billion VND.
Continuing to develop and accompany the country under the leadership and direction of the Party and State, in accordance with the Politburo’s Conclusion No. 76 and the Government’s Resolution No. 38, and aligned with the trend of energy transition, Petrovietnam has taken an epoch-making step toward becoming a national energy industrial group, further developing on the foundation of traditional oil and gas industry with 3 strategic pillars: Energy, Industry, and Technical Services. In which energy is the core pillar, and Petrovietnam has set a very ambitious goal of striving to be among the top 500 largest companies in the world by 2030 thru its 6 strategic core solution groups.
To fulfill our dual mission of ensuring national energy security and creating a future-oriented energy industry – and to achieve our aspiration of entering the Fortune 500 by 2030 amid challenges and volatility – we are eager to cooperate and stand alongside credit institutions, banks, state-owned enterprises, private businesses, foreign-invested enterprises, and above all, continue to receive the attention and guidance of the Party, the State, the Government, and the Prime Minister,” Mr. Hung emphasized.

Senior Lieutenant General Tao Duc Thang, Chairman and General Director of Viettel: Under the direction of the Central Military Commission and the Ministry of National Defense, throughout more than 36 years of building and development, despite facing many challenges, we have always upheld the tradition and working style of Uncle Ho’s soldiers. We perform three special functions, namely: a combat force, a working force, and a production force. These three functions have become the guiding principle for all activities of Viettel, contributing to ensuring national defense and security, promoting socio-economic development, and living up to the trust of the Party, the State, the Army, and the people.
For Viettel, the function of a combat force originated 15 years ago when we embarked on research and production, directly participating in enhancing defense capabilities and becoming the core of the high-tech defense industry complex, making active contributions to the modernization of the Army to safeguard the country on land, in the sky, at sea, on islands, and in cyberspace. Up to now, Viettel has mastered many strategic military equipment systems, completing the research and manufacture of more than 50 types of high-tech weapons and technical equipment, which have been effectively deployed for training and combat readiness tasks of many units under the Ministry of National Defense.
Many of our military equipment products are on display at the national exhibition “80 Years of Independence – Freedom – Happiness” currently taking place at the Vietnam Exhibition Center, and we are also proud to take part in the parade and march on National Day, September 2. By showcasing the outcomes of many years of persistent research and development, Viettel wishes to affirm that the Vietnamese people are fully capable and intelligent enough to master strategic weapons, firmly safeguarding our country from early and from afar.
Born from the military, trained and grown within the military environment, Viettel is deeply aware of its function as a working force, in which business activities must always go hand in hand with social responsibility. This has been Viettel’s long-term commitment both domestically and internationally, demonstrated through numerous meaningful activities with widespread impact.
Since 2017, Viettel has maintained an average annual contribution of nearly VND 470 billion to support key sectors such as health, education, and assistance for the poor. For instance, during Super Typhoon Yagi in 2024 and most recently Typhoon No. 5, which struck and caused severe impacts in the central provinces, Viettel mobilized thousands of personnel to provide emergency assistance, ensuring uninterrupted networks to support the operations of command authorities at all levels and to meet communication needs of local people. During these missions, Viettel staff also proactively and bravely engaged in rescuing people and saving property in dangerous situations such as landslides, drowning, or health emergencies…
Recently, responding to the call of the Prime Minister, under the direction of the Central Military Commission and the Ministry of National Defense, Viettel contributed a total of VND 413.6 billion to programs and campaigns to eradicate makeshift and dilapidated houses. Among these, Viettel directly supported the construction and renovation of nearly 8,000 houses for families with meritorious service, poor households, and near-poor households across various localities.
Although Viettel’s resources are only a small part of the nation’s overall achievements, for us, this represents sincere affection, responsibility, and sharing. It is also the result of the hard work and heartfelt contributions of 50,000 Viettel employees worldwide. Viettel’s social welfare activities across continents have demonstrated humanitarian values and the spirit of solidarity of the Vietnamese nation, helping to promote the image of Viet Nam and its people to the world.
With regard to our role as a production force, we place efficiency at the center of all fields. In recent years, Viettel has become one of the leading state-owned enterprises in terms of revenue and profit, and a prime contributor to the state budget.
In telecommunications, Viettel has built an extensive network infrastructure, covering remote, border, and island areas, helping to bridge the gap between rural and urban regions, bringing modern connectivity services to people across Viet Nam and in 10 international markets where we invest.
In digital transformation, Viettel is honored to accompany Party agencies, the National Assembly, the Government, and many ministries, sectors, and localities in all three areas: digital government, digital economy, and digital society.
In high-tech industry, Viettel’s strategy focuses on developing dual-use products. Alongside military equipment for the army, we have developed key product lines for the civilian sector, particularly mastering all devices in the 5G equipment ecosystem. Many of Viettel’s high-tech products have been distributed and exported to international markets. At present, we are focusing on researching and developing 9 out of 11 groups of strategic national technologies as defined in the Prime Minister’s Decision No. 1131.
In commerce and logistics, recognizing logistics infrastructure as the “lifeline of material flows,” Viettel has recently accelerated the application of the latest technologies to develop national logistics infrastructure, helping to further integrate goods flows within Viet Nam, the region, and the world.
Viet Nam is now entering a historic turning point, with many opportunities and strong momentum from breakthrough decisions of the Party and the State, as well as strategic Resolutions of the Government, ministries, and sectors to propel the country forward and elevate its position on the international stage.
For Viettel, we understand that the achievements of today are truly proud, but also serve as a reminder for us to strive harder, innovate more, and contribute more. Ahead lies a great deal of work to be done and many tasks entrusted to us by the Party, the State, and the Army that we must accomplish.

In recent years, the Party and the State have issued many important guidelines and policies to make tourism a spearhead economic sector. In particular, Resolution 08 of the Politburo clearly set the goal that by 2030, tourism will become a driving industry, promoting the development of many other sectors. Recently, General Secretary Tô Lâm also emphasized the need to restructure Vietnamese tourism, develop distinctive products, promote green and smart tourism, and build the international brand “Vietnam – Timeless Charm.”
The Prime Minister affirmed that tourism not only contributes to economic growth, job creation, and investment attraction, but also to cultural and historical preservation and improving people’s livelihoods.
Starting its journey in Da Nang in 2007, recognizing the potential and in response to the directives of the Party and State leaders, Sun Group pioneered the investment and systematic development of tourism through a tourism ecosystem, with resorts and entertainment projects stretching from the North to the South. From its very first project at Bà Nà Hills, with the philosophy of beautifying the land, Sun Group has now established its presence across many regions with world-class projects, contributing to transforming landscapes and elevating Vietnam’s position on the global tourism map.

Mr. Tran Kim Chung, Chairman of CT Group: On August 20, CT Group was selected by the Indonesian Government as the main partner in developing the ecosystem for The Low-Altitude Economy (LAE) and the UAV industry of Indonesia, serving various fields such as energy, agriculture, and forestry… with the signing ceremony held in Jakarta.
This is the first time a Vietnamese private enterprise has been selected by a G20 country as a key partner in a high-tech field, namely Low-Altitude Economy and UAVs.
Recently, CT Group, the Hanoi People’s Committee, and Gelex Group broke ground on the 4.0 Innovation Center in Hanoi. This is a next-generation 4.0 Innovation Center built entirely on artificial intelligence, Web3, and blockchain platforms.
From a small company established in 1992 when the country began opening and integrating, CT Group has persevered with resilience and self-reliance, and now has 68 member companies present in many countries, operating in 9 core technology sectors and traditional industries.
First is semiconductors. CT Group is among the few entities in Vietnam capable of handling the entire process from design, overseas fabrication and lithography, to assembly, packaging, and testing in Vietnam. We are actively developing strategic, critical chips for national defense, high-tech, and advanced industries.
Second is UAVs. We have rapidly grown into one of ASEAN’s leading UAV companies and are committed to maintaining this position and moving toward becoming the number one UAV company in ASEAN within two years.
The third field is national digital twin technology. We are currently developing the first digital twin in Da Nang and preparing to export this technology to other countries in the region.
The fourth field is The Low-Altitude Economy, where we already have clients such as Indonesia.
In addition, we are advancing in other technologies such as artificial intelligence, ESG, biotechnology, and other core tech areas, alongside traditional sectors like Smart City, Infrastructure Development, and Clean Food & Beverage.
We have overcome countless challenges and continuously strived alongside the nation, earning recognition through awards: the Third-Class Labor Order in 2012, the Second-Class Labor Order in 2017, and the First-Class Labor Order in 2022.
Entering a new era for the nation, within just six months of implementing Resolution 57, we accomplished the equivalent of two years of work, including over 100 conferences and seminars on “Vietnamese Youth and Resolution 57,” along with numerous activities in science, technology, innovation, and digital transformation.
Especially on April 30, marking 50 years of national reunification, on April 29 we inaugurated Vietnam’s first 4.0 Innovation Center. Soon, we will inaugurate the second center in Hanoi, a model that has attracted interest from many cities and even countries in the region.
On April 30, 2025, we commenced phase 2 of the first semiconductor chip factory fully owned in Vietnam. On June 29, we launched Vietnam’s first 12-bit, 200 MSPS chip design, developed entirely by Vietnamese engineers.
On August 12, CT Group secured an export order of 5,000 cargo unmanned aerial vehicles (UAVs) to South Korea during General Secretary To Lam’s state visit. Both sides are working closely, and five of our factories are urgently preparing for this order. At the same time, an export order of 100 million semiconductor chips to South Korea is also in preparation.
On the occasion of September 2, we will present a special gift in biotechnology to 600,000 Vietnamese suffering permanent blindness and 300,000 caregivers. This gift will not only bring happiness but also create a new workforce equivalent to 1% of the national labor force, potentially contributing an additional 1% to the country’s GDP.
Eighty years ago, our forefathers fought for independence. Today, we rise to secure independence and self-reliance in science and technology. We will continue to maximize our intellect and creativity to contribute more to the country’s development and affirm Vietnam’s position in a new era of independence, innovation, and strength.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that, in the proud atmosphere of these historic autumn days, as the nation celebrates the 80th anniversary of the August Revolution and National Day (September 2), and looks forward to the 80th anniversary of President Ho Chi Minh’s letter to the business community (October 13, 1945 – October 13, 2025), the conference with the theme “80 Years of Enterprises Accompanying the Nation” holds profound significance. It is an occasion to look back on a glorious historical journey, to honor and reaffirm the tremendous contributions of enterprises and entrepreneurs to the cause of nation-building and defense; to share, listen, and absorb valuable insights; and to continue strongly advancing the business sector as the country strides confidently into a new era.
On behalf of the Party and State leaders, and General Secretary To Lam, the Prime Minister conveyed his respectful greetings, warm regards, and best congratulations to all delegates, distinguished guests, and the Vietnamese business community and entrepreneurs.
The Prime Minister delivered three key messages:
First message: Over the past 80 years, the business community has always followed the Party, accompanying the nation and closely tied to the destiny of the country.
In both wartime and peacetime, in hardship or prosperity, Vietnamese enterprises and entrepreneurs have demonstrated patriotism, resilience, and aspiration for progress. They have played a vital role in mobilizing resources for national defense and reconstruction, while also being at the forefront of economic development and social welfare. Their contributions have created significant achievements, laying a solid foundation for building, protecting, and advancing the nation under the leadership of the glorious Communist Party of Vietnam.
After nearly 40 years Innovation, cộng đồng doanh nghiệp đã phát triển mạnh mẽ, từ năm 1986 với khoảng 12 nghìn xí nghiệp quốc doanh và gần 40 nghìn HTX nông nghiệp, chưa có doanh nghiệp tư nhân theo nghĩa hiện đại, đến nay chúng ta đã có gần 01 triệu doanh nghiệp, trong đó 98% là doanh nghiệp tư nhân, trên 33 nghìn hợp tác xã theo mô hình kiểu mới, hơn 05 triệu hộ kinh doanh.

The Prime Minister expressed delight that the business community and entrepreneurs have been growing stronger, taking on the mission of leading and pioneering socio-economic development and deeper international integration. Notably, even during difficult times such as natural disasters and the COVID-19 pandemic, businesses and entrepreneurs made efforts to maintain production and business activities, while proactively contributing to recovery efforts. They stood side by side with the Party, the State, and the people to overcome challenges, consistently demonstrating patriotism and a strong sense of social responsibility, thereby contributing to progress, fairness, social welfare, and ensuring that no one is left behind.
Second message: The Party and the State always attach special importance to supporting and facilitating the sustainable development of the business community and entrepreneurs.
They focus on building and perfecting institutions and laws, creating a favorable environment to attract investment and promote business development; ensuring fair and equal treatment for enterprises of all economic sectors. Numerous laws, mechanisms, and policies have been introduced to promote enterprises and entrepreneurs. Efforts are being made to enhance decentralization and delegation of authority, streamline administrative procedures, reduce bureaucracy and harassment, and lower compliance costs for businesses.
They constantly strengthen leadership and governance capacity at all levels, focusing on addressing difficulties in production and business, removing all barriers for enterprises and entrepreneurs, and promoting public-private partnerships both domestically and internationally.
They focus on training and developing high-quality human resources, offering exceptional incentive policies to attract talent, particularly in high-tech and emerging industries, thereby creating momentum for strong business and entrepreneurial growth.
Strategic infrastructure development is being promoted, including transport, energy, telecommunications, and digital infrastructure, helping reduce input costs, improve productivity, and enhance market competitiveness.
Priority is given to supporting large enterprises that pioneer and lead in key sectors, encouraging them to expand internationally and build global brands. Smaller businesses are supported to grow into large enterprises, and large enterprises into even greater multinational corporations, participating in global value chains. In particular, the Politburo issued Resolution 68 on private sector development, the National Assembly adopted Resolution 198, and the Government enacted Resolution 138—all aimed at fostering private enterprise as one of the most important driving forces of the national economy.
Third message: Entering a new era – an era of strength, civilization, prosperity, and parity with the world’s powers – the Party and the State expect the business community and entrepreneurs to build upon their proud 80-year tradition, continuously innovate and create, with a strong aspiration to rise, pioneering alongside the nation in striving to achieve the two centennial strategic goals set by the 13th National Party Congress.

The Prime Minister stated that by 2030, we aim to have around 2 million enterprises, contributing 55–58% of GDP, creating jobs for 84–85% of the labor force, and increasing labor productivity by 8.5–9.5% annually; and by 2045, to have at least 3 million enterprises, contributing over 60% of GDP, with international competitiveness and deep participation in global value chains.
We must continue to renew our development mindset, unify our awareness of the position and role of enterprises and entrepreneurs as the pioneering force, as brave and resilient soldiers on the economic and business front; fostering strong social consensus and taking vigorous action to support enterprise development.
The business community and entrepreneurs are requested to continue renewing their thinking, awareness, and vision; to act decisively; and to unlock all resources and driving forces for national development.
Efforts should be made to strengthen the mobilization and use of resources through public–private partnership methods, such as the models of “public leadership – private management,” “public investment – private management,” and “private investment – public use.”…
Markets, products, and supply chains must continue to be diversified, especially for advantageous export goods. Trade promotion, supply–demand connection, and support for enterprises in meeting new standards of export markets must be enhanced.
The business community and entrepreneurs will continue to play an important role in promoting the development of an independent, self-reliant economy, while being proactive and active in deep, substantive, and effective international integration.

The Prime Minister emphasized: We hope and firmly believe that under the leadership of the Party and the management of the State, the business community and entrepreneurs will continue to accompany the Government, the Prime Minister, all levels, sectors, and localities in decisively, comprehensively, and effectively implementing the Party’s and the State’s policies, making greater and more effective contributions to the cause of building, rapidly and sustainably developing the country, and safeguarding the Socialist Republic of Vietnam.
The Prime Minister called on the business community and entrepreneurs to join the Government, ministries, sectors, and localities in vigorously advancing the three strategic breakthroughs along the direction of “open institutions – seamless infrastructure – smart entrepreneurs.”
Efforts should be focused on effectively implementing the Government’s action programs to carry out the Politburo’s decisions on breakthroughs in the development of science, technology, innovation, and national digital transformation; substantive, deep, and effective international integration; law-making and enforcement; private-sector development; and breakthroughs in education and training…
The business community should continue to accompany the Government, all levels, sectors, and localities in striving to find bold, breakthrough, and creative solutions and directions, seizing opportunities not only to grow stronger themselves but also to make joint contributions to the nation’s development and to peace, cooperation, and progress in the region and the world; in the spirit of “harmonized benefits, shared risks”; “listening, understanding, sharing, working together, winning together, enjoying together, and developing together”; and “resources stem from thinking and vision; driving forces stem from innovation and creativity; strength stems from the people and enterprises.”

Continuing to uphold the national spirit, solidarity, mutual support and compassion, promote proactiveness, self-reliance, and resilience, strive to overcome difficulties and challenges; proactively innovate business models and restructure enterprises; focus on enhancing governance capacity and workforce quality; and foster corporate culture and civility.
The Prime Minister requested that Associations further strengthen their role in supporting enterprises and effectively carry out consultation and policy feedback to improve the legal framework related to business activities.
FDI enterprises should closely cooperate with Vietnamese companies to enhance technology transfer, train high-quality human resources, share management expertise, expand markets, and participate in global value chains.
The Prime Minister called on ministries, sectors, and localities to resolutely continue restructuring their organizational apparatus; effectively operate the two-tier local government model; vigorously reform and simplify administrative procedures to create maximum convenience for citizens and businesses. They should focus on reviewing and improving institutions and laws to establish a favorable investment and business environment for enterprises and investors. The spirit is to swiftly shift from the mindset of “focusing on management – if it cannot be managed, it is banned” to the approach of “proactive, positive institutional facilitation and serving the people and enterprises.”
The Prime Minister emphasized that the Government and the Prime Minister highly value the significant roles and contributions of associations, the business community, and entrepreneurs, who have always accompanied the Government in the nation’s development process. At the same time, the Government and the Prime Minister are committed to standing side by side, sharing, and supporting in order to build and strengthen a united and robust community of enterprises and entrepreneurs, thereby contributing to economic restructuring and promoting a growth model that is green, digital, circular, and sustainable.
On behalf of the Party and State leaders, the Prime Minister called on the Vietnamese business community and entrepreneurs to unite, join hands, and stand together with the Government, all levels, sectors, and localities in making their utmost efforts to continue writing the glorious 80-year history of Vietnamese enterprises – all for the goal of building a strong and prosperous Vietnam, where the people enjoy a prosperous and happy life. The Prime Minister wished the Vietnamese business community and entrepreneurs unity, success, continuous growth, and further development./.
