On the afternoon of August 13th, at the Government Headquarters, Prime Minister Pham Minh Chinh held a working session with relevant ministries, agencies, and representatives of CT Group on participating in the development of strategic technology products and some proposals and recommendations from CT Group.

CT Group is one of Vietnam’s leading private corporations in the field of technology and innovation, and was awarded the First-Class Labor Medal in 2022.
Reporting at the meeting, CT Group’s leadership stated that the Group remains steadfast in pursuing its strategy of technological self-reliance, mastering the world’s most advanced technologies across nine high-tech industries, including: Semiconductor Technology, Artificial Intelligence (AI), Unmanned Aerial Vehicle (UAV) Technology, Green Cryptocurrency, ESG Technology, CT Modulex (Zero-Emission Modular Housing), Electric Vehicles and Electric Trains, Quantum Technology, New Energy Technology, Gene & Cell Technology, Digital Twin 15. It also operates in three traditional sustainable development sectors: Smart City nfrastructure Development, including transportation, technical, social, and green logistics infrastructure and Clean Food & Beverage and Healthcare Services.
The Prime Minister welcomed the initiative and investment and development program of CT Group, which aligns with Vietnam’s core technology development strategy
As one of the pioneering units in Vietnam developing 9 high-tech industries, CT Group focuses on investing in theoretical research, design and development, commercial production, and export.
CT Group has formulated a strategic doctrine to master Semiconductor Technology, established three factories and two customer service centers in Silicon Valley, California, and Phoenix, Arizona (USA); and set up two seed-training centers at the NIC (Hoa Lac, Hanoi) and Thu Duc (Ho Chi Minh City). Two training cohorts have already graduated, meeting the demand for high-quality human resources and contributing to the objectives of the Prime Minister’s Decision No. 1017/QD-TTg on developing human resources for the Semiconductor Industry.
CT Group is also one of the pioneers in the field of Unmanned Aerial Vehicles (UAVs) in Vietnam, leading the trend of innovation and shaping the future of the Low Altitude Economy (LAE). Specifically, on August 12, in Seoul, South Korea, CT Group signed a contract to export 5,000 UAVs to South Korea, witnessed by General Secretary To Lam and South Korean Prime Minister Kim Min Seok.
The Prime Minister requested that CT Group to take the lead in implementing the Politburo’s “pillar” resolutions with the spirit of “say it, do it; once committed, deliver; once done, ensure tangible, measurable products and results”
During the working session, CT Group made strong, large-scale commitments to research, develop, and apply strategic technologies (UAVs, building the Low Altitude Economy; semiconductor industry, comprehensive national digital transformation, high-tech infrastructure investment, biotechnology, etc.), while also presenting several proposals and recommendations.
After hearing the reports and opinions, Prime Minister Pham Minh Chinh welcomed CT Group’s proactive approach, investment program, and development strategy, noting that its projects and orientations align with Vietnam’s core technology development strategy, the Party’s guidelines, and the State’s policies and laws.
The Prime Minister urged CT Group to maintain this spirit and commitment, contributing to the development of science and technology, innovation, and digital transformation, while implementing the Politburo’s “four pillar” resolutions (on breakthroughs in science and technology, innovation, and digital transformation; development of the private economy; building and enforcing the rule of law; and international integration).

The Prime Minister congratulated the Group on successfully exporting several high-tech products and requested relevant ministries and sectors to continue providing support and momentum for CT Group.
Commenting on CT Group’s proposals, the Prime Minister noted that relevant agencies have been and will continue revising, supplementing, and finalizing related laws, decrees, and circulars, and encouraged CT Group to keep contributing feedback and recommendations on institutions, mechanisms, and policies.
The Prime Minister stated that the Politburo has established the Central Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation, headed by General Secretary To Lam; and the Government has the Steering Committee for the Development of Science, Technology, Innovation, Digital Transformation, and Project 06, headed by the Prime Minister. The Prime Minister will direct relevant agencies to continue addressing difficulties and obstacles in inter-agency coordination.

The Prime Minister directed the Government Office, the Ministry of Science and Technology, the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the State Bank, relevant ministries, agencies, and localities to consider, resolve, and support CT Group in implementing the construction of the factory; access the preferential credit package of 500,000 billion VND for science, technology, innovation, digital transformation, and strategic infrastructure; support brand building; place orders and encourage domestic production, contributing to ensuring economic security.
The Prime Minister requested ministries, sectors, agencies, and localities to continue accompanying businesses in general, including CT Group, in resolving matters according to their functions, tasks, and powers. If exceeding their authority, they should report to the competent authorities for consideration and decision.
Emphasizing that when businesses succeed, the country succeeds, the Prime Minister urged CT Group to take the lead in implementing the Politburo’s “pillar” resolutions and to carry out the Fourth Industrial Revolution with the spirit of “say it, do it; once committed, deliver; once done, ensure tangible, measurable products and results.”
