SEMICONDUCTOR ADVANCED PACKAGING FORUM: VIETNAM’S PATH FORWARD

Ho Chi Minh City, March 14, 2025 – Vietnam National University, Ho Chi Minh City (VNU-HCM), in collaboration with CT Group, successfully hosted the “Semiconductor Advanced Packaging Forum: Vietnam’s Path Forward.” The event gathered key stakeholders, including government officials, representatives from local authorities, universities, semiconductor experts, and business leaders from both domestic and international enterprises.

As a critical segment within the global semiconductor supply chain, the Outsourced Semiconductor Assembly and Test (OSAT) industry not only generates substantial added value but also plays a pivotal role in the advancement of the semiconductor sector. With the participation of distinguished international experts well-versed in the historical evolution, technological trends, and development trajectory of the OSAT industry, the forum focused on strategic directions, workforce demands, and technological advancements essential for Vietnam’s OSAT industry.

In his opening remarks, Assoc. Prof. Dr. Vu Hai Quan, President of VNU-HCM, emphasized:
“Vietnam possesses significant potential to develop an advanced OSAT industry. However, to establish itself as a key link in the global semiconductor supply chain, we must gain a deep understanding of workforce and technological demands in semiconductor packaging and testing. This requires strategic investments in curriculum development, faculty training, state-of-the-art teaching and research infrastructure, and fostering strong collaborations among stakeholders—the Government, academic institutions, and enterprises. VNU-HCM expects this forum to provide valuable insights, helping to outline a roadmap for the growth of the OSAT sector and the broader semiconductor industry in Vietnam.”

Speaking at the event, a representative from the Ho Chi Minh City People’s Committee underscored the semiconductor industry’s crucial role in driving the city’s and the nation’s technological and economic growth. The city leadership affirmed:
“Ho Chi Minh City is actively implementing Vietnam’s Semiconductor Industry Development Strategy and the Semiconductor Workforce Development Program, with a vision extending to 2030 and towards 2050. These initiatives aim to position the city as a leading high-tech hub in the region.”

Speaking at the event, Mr. Trần Kim Chung, Chairman of CT Group, emphasized:

In the context of Industry 4.0, the semiconductor industry plays a very important role in many high-tech fields. In 2024, the world sold more than 1,000 billion chips, equivalent to 125 chips per person, higher than any other technology product, and the growth rate continues to be double digits every year. CT Group, with its member company CT Semiconductor, is an enterprise specializing in ATP (Semiconductor Assembly – Test – Packaging) as the first OSAT (Outsourcing) in Vietnam. CT Semiconductor, with its development orientation, must strive to become a Vietnamese corporation that truly masters semiconductor technology. We are determined not to follow the old path of leasing land for reporting as attracting foreign investment. CTS is rapidly deploying to be one of the 10 key ATP companies with 3 plants specializing in assembling, testing, and packaging semiconductor products in Vietnam. One of them will be inaugurated on DT 743 road near VNUHCM in 2025, creating many good opportunities for students and teachers to practice research. If supported by Ho Chi Minh City High-Tech Park, we will inaugurate a second chip plant named Ho Chi Minh City Semiconductor Plant in 2026 (Currently, we are trying to go through the administrative procedures). In parallel, we are implementing the establishment of 2 R&D centers in Ho Chi Minh City (at the SS1 project – Tan Binh) and Hanoi and especially 2 customer care centers in Silicon Valley, California, and Phoenix, Arizona. In 2027, we will open 1 more factory in the North. All in all, CTS is following the development plan of Phase 1 (2024 – 2030) of the Government in Decision 1018/QD-TTg 2024. In parallel, CT group is also implementing Chip design LABs for specific industries such as UAV, Telecommunications and is quite cautious in mass fields where AI can soon design Chips.

In addition to in-depth panel discussions, the forum also witnessed the signing of a strategic cooperation agreement between Vietnam National University, Ho Chi Minh City (VNU-HCM), CT Group paving the way for extensive collaboration in semiconductor research and education among the institutions.

The OSAT 2025 Forum marks a significant milestone in shaping a long-term development strategy for Vietnam’s OSAT industry. VNU-HCM and CT Group reaffirm their commitment to investing in workforce training, scientific research, and expanding partnerships with both domestic and international stakeholders. Furthermore, the forum underscored the crucial need for government support policies to accelerate the growth of the OSAT sector, enabling Vietnam to gradually establish its position within the global semiconductor supply chain.

VNU-HCM: A Pillar in Semiconductor Workforce Development

  • Investing in advanced laboratories to support practical training and research in IC design, testing, and packaging.
  • Developing a national-level shared laboratory system to further strengthen research and training infrastructure.

Through these initiatives, VNU-HCM reaffirms its commitment to driving Vietnam’s semiconductor industry forward, bridging the gap between academia and industry, and positioning itself as a key player in the global semiconductor supply chain.
