RESOLUTION 57: A CATALYST FOR BREAKTHROUGHS – A VIVID LESSON IN ACTION

After six months of implementing Resolution 57 of the Politburo (January 2 – June 29, 2025), CT Group held a Preliminary Review Ceremony for its Resolution 57 rollout. The event showcased a diverse and rich array of completed products spanning Science, Technology, Digital Transformation, and Innovation. These achievements are a living testament to CT Group’s ambition to master core technologies, generate breakthrough momentum, enhance competitiveness, and elevate Vietnam’s national standing in the integration process, all for a prosperous nation.

From the very beginning, CT Group demonstrated a resolute spirit and long-term vision through numerous groundbreaking products. Most notably, the first ADC chip developed by Vietnamese engineers in just six months – a remarkable record – paves the way for its applications in national defense, AI, UAVs, and smart devices. This is a strategic move in the journey towards technological self-reliance. Accordingly, the group is now establishing a network of chip design houses, focusing on the research and development of AI and IoT chips, along with other specialized chip lines for critical sectors like UAVs, national defense, 5G/6G, and sensors.

“The launch of this ADC chip design marks a highly significant milestone for Vietnam, embodying the spirit of Resolution 57. Typically, such a chip takes two years to develop, but we persevered, compressing the timeline to just six months to align with Resolution 57’s urgency. That’s precisely the power of Resolution 57; it galvanized everyone with immense drive,” stated Mr. Tran Kim Chung, Chairman of CT Group.

Beyond the chip, CT Group has also pioneered the development of dual-use UAVs, integrating LiDAR and BIM technologies for construction site monitoring, land management, and building safety inspections. Crucially, the digital technologies developed by CT Group further support local authorities. This support is vital amidst ongoing mergers, organizational streamlining, and the policy to abolish construction permits, where oversight must rely on comprehensive digital models, real-time field data, and automated inspection systems. Thanks to its Digital Twin platform, coupled with UAVs, AI, and BIM, CT Group not only boosts management efficiency but also aligns with the national push for modernizing oversight, ensuring transparency, and controlling construction quality.

In addition to the ADC chip and UAVs, CT Group has developed intelligent software solutions, AI-powered automated monitoring systems, IoT devices, smart city platforms, and next-generation sensor modules. These products not only address domestic needs but also possess significant export potential, strengthening Vietnam’s technology brand internationally.

Concurrently, the Group has designated six strategic technology sectors as national product priorities: semiconductors, 6G telecommunications, UAVs, gene and cell therapies, frontier space economy, and digital transformation. The Digital Twin 15 project provides the largest data backbone for the National Data Center, completing digital infrastructure and enhancing governance and oversight capabilities.

The CT Innovation Hub 4.0 has been established as a comprehensive innovation ecosystem, seamlessly connecting ideas, research, and commercialization. In just two months, the center welcomed over 100 visiting delegations, spreading the spirit of innovation and serving as a strategic bridge between the research community and businesses.

The Group has built a robust network of hundreds of domestic and international experts and scientists, collaborating with the AI Institute and Fulbright University Vietnam to form a solid research foundation. Within six months, CT Semiconductor (a member of CT Group) successfully completed two “Train for the Trainer” courses, educating ATP semiconductor chip technicians at NIC Hoa Lac, thereby demonstrating its training capacity and self-mastery of core technologies.

Projects such as the Centralized Digital Technology Zone, Space Ship One, Bac Tan Uyen High-Tech Industrial Cluster, and Ho Vinh Loc Science-Culture-Ecological Park are also being simultaneously implemented, collectively enhancing the national science and technology infrastructure.

Notably, CT Group firmly adheres to its self-reliance strategy, aiming to master nine core Industry 4.0 technologies: Semiconductors; Artificial Intelligence; UAVs; Green Digital Currency; Carbon Credit Exchange; Zero-Emission Prefabricated Homes; Electric Cars – Electric Trains; Quantum Computing; and Gene & Cell Therapy. This long-term direction underscores CT Group’s strategic vision and determination to lead in technology, contributing to elevating Vietnam’s position on the global stage.

Furthermore, the enterprise is actively fostering international cooperation, connecting with partners from the US, Taiwan, China, Indonesia, and many other advanced nations. This collaboration facilitates technology transfer tailored to Vietnam’s conditions, realizing the ambition of technological self-mastery.

In the initial six months of implementing Resolution 57, CT Group successfully organized over 42 conferences of various scales with domestic and international universities and institutions, focusing on Science, Technology, Innovation, and Digital Transformation.

Parallel to this, a series of “Youth & Resolution 57 Day” programs were specifically designed for students with innovative aspirations. In just three months of implementation, the program attracted thousands of comprehensively excellent students from leading institutions like Ho Chi Minh City National University, Can Tho University, and Ho Chi Minh City University of Banking.

Concurrently, the Group launched the “Peace of Mind to Innovate” program, offering a starting salary of 20 million VND and an additional 10% bonus for outstanding students. This initiative has effectively encouraged and attracted a dynamic and creative young workforce.

The Group also extensively promoted the “digital learning” movement by laying the foundation for an “Innovation Virtual University,” aspiring towards a “Super Virtual University” that integrates pioneering technologies to drive revolutionary training, research, and application.
