According to the Ho Chi Minh City Department of Science and Technology, towards the 2025–2030 period, Ho Chi Minh City sets a strategic goal to become an international innovation hub, with the digital economy accounting for 30-40% of GRDP and total factor productivity (TFP) contributing 60% to growth. To realize this vision, the city will focus on three key breakthrough solutions, creating a comprehensive ecosystem for sustainable development.
The first breakthrough solution focuses on mechanisms, policies, and investment attraction. The focus is on establishing international-standard sandboxes with special mechanisms to attract strategic investors in high-tech fields. At the same time, the city will promote public-private and inter-public cooperation models to maximize resources for science and technology. The key to this solution is developing strong research organizations, granting them autonomy and providing special incentives to attract and retain talents, forming a solid foundation for growth.

The second breakthrough solution focuses on strategic technologies and the innovation ecosystem. The city will prioritize developing core technologies such as Artificial Intelligence (AI), Blockchain, and semiconductors; accelerate the establishment of large data centers (Big Data); and establish a flexible startup support fund to attract venture capital.
The third breakthrough solution focuses on digital governance and digital human resources, emphasizing the completion of shared data platforms, taking data as the core to promote digital government. At the same time, the city will implement high-tech human resource development programs, attract international experts, and ensure cybersecurity and safety, considering them not only as technical requirements but also as issues of digital sovereignty and national security.
With these strategic directions, Ho Chi Minh City strives to become a leading center of science, technology, and innovation, contributing to building a digital, green, circular, and sustainable economy, deeply integrated into the global knowledge economy.
During the 2021-2025 period, Ho Chi Minh City has achieved impressive results, reaffirming its role as a leading economic and innovation hub in the country and the region. The city has accelerated digital transformation, developed a startup and innovation ecosystem, enhanced competitiveness, and created a solid foundation for the next growth phase. The digital economy serves as the main growth driver, expected to contribute 25% to GRDP in 2025. The total factor productivity (TFP) contribution reaches approximately 59%, and it is forecasted to continue playing a key role in growth over the next five years.
