HO CHI MINH CITY MAKES INSTITUTIONAL BREAKTHROUGHS TO ATTRACT RESOURCES FOR SCIENCE AND TECHNOLOGY

According to Chairman of the Ho Chi Minh City People’s Committee, Mr. Nguyen Van Duoc, the city considers the implementation of Resolution No. 57 a key political task, guided by several major directions. Among them, the city is focused on refining institutional frameworks and developing tailored policy mechanisms to foster a favorable environment where science and technology, innovation, and digital transformation can truly serve as breakthrough drivers of development.

On the afternoon of June 29, CT Group held a ceremony to celebrate its 33rd anniversary, review the first six months of implementing the Politburo’s Resolution No. 57 on breakthroughs in national science, technology, innovation, and digital transformation, and unveil the design prototype of its ADC chip.

Speaking at the event, Comrade Nguyen Van Duoc – Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the Ho Chi Minh City People’s Committee, emphasized that the unveiling of the ADC chip design, a high-tech product entirely designed by Vietnamese engineers, marks a significant step forward in mastering core technologies. It affirms the creativity, resilience, and determination of the Vietnamese people in the digital era.

He also noted that the event holds special significance as it celebrates the success of the recent administrative reform, restructuring the government apparatus to become “streamlined, strong, high-performing, effective, and efficient”, in alignment with the implementation of the two-tier local government model and the consolidation of provincial-level administrative units. This transformation aims to shape a new Ho Chi Minh City as an international mega-city, driven by finance, high-tech industry, and the marine economy.

According to Comrade Nguyen Van Duoc, Ho Chi Minh City regards the implementation of Resolution No. 57 as a central political task, guided by several major strategic directions. Specifically, the city is focused on improving institutional frameworks and developing tailored policy mechanisms to foster a favorable environment where science and technology, innovation, and digital transformation can truly become breakthrough drivers of development.

As part of this effort, the city is prioritizing the pilot implementation of several models, including: venture capital funds sourced from the state budget; mechanisms for utilizing corporate science and technology development funds; policies to commercialize research outcomes and support open laboratories; and initiatives to mobilize private-sector participation in science, technology, innovation, and digital transformation activities.

Ho Chi Minh City is also focusing on developing modern and synchronized digital infrastructure and a comprehensive digital transformation ecosystem, aiming to drive full-scale digitization in public management across socio-economic sectors. Particular emphasis is placed on shared data systems, common digital platforms, online public services, and the digital government model.

The city prioritizes the construction of large-scale data centers, the expansion of broadband connectivity and 5G coverage, and the application of artificial intelligence and the Internet of Things in key sectors such as healthcare, education, transportation, and urban management.

At the same time, Ho Chi Minh City is accelerating the development of high-quality human resources aligned with strategic technology sectors such as semiconductors, artificial intelligence, biotechnology, and new materials. The city plans to implement large-scale digital skills training programs, launch a “Digital Literacy for All” initiative, and strengthen the linkage between schools, research institutes, and businesses.

In addition, the city is actively building a robust science – technology – innovation – and tech-startup ecosystem. It aims to establish internationally standardized science and innovation centers closely connected to a supportive system of finance, services, markets, and infrastructure. The city also promotes regional integration and international cooperation to attract leading experts and major technology enterprises to invest in Ho Chi Minh City.

Comrade Nguyen Van Duoc emphasized that these foundational directions are key for Ho Chi Minh City to build new competitive advantages, shift toward a more modern and sustainable growth model, and affirm its role as a national leader in science, technology, innovation, and digital transformation.

The Chairman of the Ho Chi Minh City People’s Committee also praised CT Group’s strategic moves—from packaging and testing to chip design—as a clear demonstration of how Vietnamese enterprises can leverage internal resources to drive innovation.

He underlined that the launch of the ADC chip design is not only a proud milestone for CT Group, but also a meaningful step toward realizing Vietnam’s aspiration of mastering advanced technologies. This event showcases CT Group’s dynamism, creativity, and forward-thinking approach, as well as its strong determination to “independently master cutting-edge technologies” and expand into science, technology, innovation, and digital transformation as part of its multi-sector growth strategy.

The Chairman of the Ho Chi Minh City People’s Committee acknowledged, praised, and highly appreciated the strong spirit and enthusiasm of CT Group. According to Comrade Nguyen Van Duoc, the celebration of CT Group’s 33rd anniversary marks a significant milestone in the proud development journey of one of Ho Chi Minh City’s most dynamic and innovative corporations, one that has consistently kept pace with emerging trends and led the city’s innovation efforts.

The event also serves as a vivid testament to the initial achievements in the implementation of Resolution No. 57, a resolution of strategic importance to the development of Vietnam in general and Ho Chi Minh City in particular, during this pivotal era of national advancement.

In its six-month progress report on the implementation of Resolution No. 57, CT Group stated that it has successfully organized more than 40 conferences with domestic and international universities, focusing on science and technology, innovation, and digital transformation. In parallel, the Group has launched a series of programs titled “Youth Day and Resolution 57”, taking place from March through the end of 2025.

Currently, CT Group serves as a key strategic partner of over 100 universities both in Vietnam and abroad. To attract high-quality human resources, the Group has introduced the “Peace of Mind to Innovate” program — a recruitment initiative dedicated to well-rounded, outstanding students, offering a starting salary of VND 20 million, with an additional 10% for candidates who have notable achievements in science, technology, innovation, or creative research.
