On the morning of April 3, 2024, in Ho Chi Minh City, the Clean Water and Environment Association of Vietnam in Ho Chi Minh City, in collaboration with SGS Vietnam and the ASEAN Carbon Trading Exchange Joint Stock Company, organized a special training course titled “Greenhouse Gas Inventory Reporting – Calculation Methods and Determination of Greenhouse Gases according to ISO 14064-1:2018.” The training course took place over three days from April 3rd to 5th, 2024.
The purpose of the training course is to support the Ho Chi Minh City government and businesses in implementing the preparation of Greenhouse Gas (GHG) inventory reports according to Government Decree 06/2022, aiming towards the Net Zero target by 2050.
In response to Moitruong.net.vn, Associate Professor Le Hung Anh, Vice Chairman of the Clean Water and Environment Association of Vietnam and the head of the association’s representative office in Ho Chi Minh City, stated: “The purpose of this training course is to provide necessary knowledge and skills for businesses to conduct greenhouse gas inventory to work towards the Net Zero target by 2050.”
“When greenhouse gas inventory becomes mandatory, all businesses must comply and require personnel in this field,” Mr.Anh added.
Greenhouse gas inventory is considered crucial in the transition and realization of Vietnam’s Net Zero emissions target by 2050. Starting from 2025, businesses are required to conduct greenhouse gas inventory as mandated by government authorities.
Through the training course, businesses, organizations, and individuals are provided with in-depth knowledge and practical skills necessary to proficiently address complex issues in greenhouse gas accounting. They will master methods of calculation and reporting greenhouse gases, understand and utilize methods accepted by the Vietnamese government, including standards such as the Greenhouse Gas Protocol – ISO 14064-1.
Furthermore, during the training course, businesses, organizations, and individuals will apply their knowledge to practical exercises using spreadsheets and industry-standard tools.
Nguyen Vo Truong An, Deputy General Director of ASEAN ASEAN Carbon Credit Exchange Joint Stock Company (CCTPA), shared: “According to the Environmental Protection Law 2020, businesses and production facilities emitting greenhouse gases into the environment are required to conduct inventory, measurement, and reporting of greenhouse gas emissions. This serves as the basis for emission measurement and usage in operating and developing the compulsory emission trading market quota, which will be piloted in 2025 and officially implemented in 2028 according to the regulations of the Government and the Ministry of Natural Resources and Environment.”
Speaking about industries currently required to conduct greenhouse gas inventory, Mr. To Thanh Son, Director of Sustainable Development at SGS Vietnam, stated: “According to the regulations of Decree 06/2022 and Decision No. 01/2022/QD-TTg, there are currently six industries that must conduct greenhouse gas inventory. These include the energy sector, transportation, construction, industrial sectors, agriculture and forestry, land use change, and waste management. These are the six priority industries for greenhouse gas inventory according to the state.”
“To enable businesses to conduct greenhouse gas inventory and implement measures to reduce greenhouse gas emissions, businesses firstly need to understand their emissions sources and accurately collect data to determine total emissions. From there, they can establish accurate emission reduction targets,” Mr. Son added.
At the COP26 conference, Vietnam was among the countries that pledged to achieve net zero emissions by 2050. Compared to the Nationally Determined Contributions (NDC) in 2020, Vietnam’s updated NDC in 2022 increased its unconditional emissions reduction target to 15.8% by 2030, up from 9%, and its conditional contribution from 27% to 43.5% (compared to the Business as Usual scenario).
In conjunction with the Environmental Protection Law 2020, the government has issued decrees and decisions such as Decree No. 06/2022/NĐ-CP on greenhouse gas emission reduction and ozone layer protection; Decision No. 01/2022/QĐ-TTg on the list of sectors and facilities required to conduct greenhouse gas inventory; Circular No. 01/2022/TT-BTNMT detailing the implementation of environmental protection laws on climate change adaptation…
According to Mr. Tran Quang Thang, Director of the Institute of Economics and Management in Ho Chi Minh City, “Investors or manufacturers are following the global trend and Vietnam’s environmental regulations. Specifically, they must adhere to the direction of reducing CO2 – greenhouse gases. Because when greenhouse gases increase, they absorb heat, warming the Earth’s surface and leading to climate change, even causing ozone layer depletion. Therefore, to ensure a green, clean, and sustainable life, we need to be aware of environmental protection, control CO2 emissions. Recognizing their responsibility, manufacturers are obligated to understand and conduct greenhouse gas inventory according to regulations.”
Nguyen Minh Thong, Assistant to the General Director of TERRA YAMAKEN Company, commented on the training session: “As a company engaged in the production and trade of commercial concrete, we face challenges regarding CO2 emissions. I found today’s training session very beneficial; we were introduced to new knowledge about the environment and how to control greenhouse gases. I hope there will be more training sessions like this so that we can apply them to reduce greenhouse gas emissions effectively.”
Businesses play a crucial role in fulfilling commitments to reduce greenhouse gas emissions. They need to undergo a green transition by moving towards using low-carbon emission technologies and renewable energy sources as alternatives to traditional energy sources such as coal, oil, and gas.
However, this transition is a long-term process because each business’s production processes are established and fixed, requiring time and a clear roadmap for transformation. Therefore, conducting greenhouse gas emissions inventory is the first and fundamental step for businesses to understand their position in the national greenhouse gas emissions reduction map. This allows them to develop reasonable plans to reduce emissions.
The training course, held from April 3 to April 5, 2024, at 20 Truong Dinh Street, District 3, Ho Chi Minh City, is designed for businesses, organizations, and individuals interested in greenhouse gas emissions inventory. It especially targets businesses required to conduct greenhouse gas inventory according to Decision No. 01/2022/QĐ-TTg. The course features experienced experts from SGS and the Clean Water and Environment Association of Vietnam as lecturers. Participants will have the opportunity to interact with experts in greenhouse gas emissions inventory, carbon trading markets, government agencies, and potential partners in the carbon credit sector.
